Usually the instructions say to install the magnet with the stripe facing down, and the pickup mounted on top of the magnet. Never seen an additional chrome plate, temporarily remove it and see what happens.

No dielectric grease needed, however if you put it under the magnet the magnet may be able to be removed later if needed. A lot of times when you go to replace the pickup unit due to frayed wires the magnet is still good, but stuck to the body of the distributor and breaks when you try to remove it.

Well I answered my own question. The surface where the pickup mounts is not a solid surface, so that's why the extra plate.
Pics for anyone else interested.

There is another thread with the pros and cons discussed. Basically the vacuum canisters fail quickly. That's why I wanted one without and it just so happened a friend had one.

OK another goofball goof on my part. I tried the capacitor exactly same values as the instructions said and it died.. Ok well come to find out in trying to find a ignition only hot wire under the dash to run my electric fuel pump off of I had inadvertently piggy packed on the ignition.... neg side of the coil--? anyways I found an alternate power supply and tried that. The tach is working properly now but it seems the system does have to warm up a while for it to behave. I can live with that. I put the capacitor on again to see if it made any difference and it did not so pbbbt... Oh and I took it for a test drive and the power really improved!!! I thought I wasn't getting enough spark!! wohooo! bonehead move but I figured it out! ^_^
