So I can't get the back lights to work on my gauges and the sprayers for the windshield wipers won't work. Any suggestion?

I think its very common to have the windshield washer pump motor freeze up. The motor is in located in the lower part of the bottle on an 81.
The dimmer control for the dash lights has an internal fuse. If a dash light wire is accidentally shorted to ground this fuse will blow. The fuse is simply a small piece of wire soldered inside the dimmer control. Check and see if you have voltage at both the dimmer terminals. If it is only present at one the internal fuse is blown. If it is blown I would connect a 5 amp "test" fuse between the wires for the dimmer, if the fuse blows the short is still present and repairing or changing the dimmer will not fix your problem till the short is repaired.
You can not check resistance for the short because the light bulb filaments have a low resistance and appear as a short.
