Wipers on or off -- no time delay

My wipers work fine, two speeds OK, but at both lever positions, mid and lower they are just on. The mid position doesn't work as time delay. It used to. Could there be a relay stuck on?

the lever only controls speeds, not delay. Delay is controlled by the knob in the center of the dash

Thanks. I couldn't recall...but in any case, regardless of lever or knob position I wasn't getting any delay.
