I think you have isolated the major problem to a shorted voltage regulator on the alternator. You could try just replacing it. If you don't know how old your alternator is you might just replace the alternator. It should come with a new voltage regulator.
Once the charging system is working, see if you have any additional problems. Hopefully the charging system is the hole problem.

Re: Multiple dash electrical problems
First things first. What is voltage at battery terminals with car off. Should be about 12.4 v. Less than 12 v battery needs a charge, or is defective. Next start car and measure voltage at battery again. Should be 13+ to 14+ volts. If you don't get those readings look at alternator belt. Is it tight? 1/4 to 1/2 play up and Down on the longest side of the belt between pulleys. If too loose- adjust belt tension. Re take measurements at battery. Still don't have 13 - 14 volts. Check wiring from alternator. Connections are clean and tight on back of alt?. Wire from alt stud to starter ( I think this is where it goes on your car) is clean and tight at starter ( connects to battery cable). If not I'm guessing faulty alternator. High voltage drop from fuse box to light socket would indicate corroded connections - most likely grounds. A couple of tenths drop would be normal. A couple of volts is not.
