I have removed the circuit boards out of the car and tested all bulbs
All boards have been reinstalled.
License light fixtures Are out of car.
The tail and side marker lights on the right rear Do Not Work.
All other lighting in the back works.
Stop,reverse,tail,directionals
All other side markers work.
Hazard switch runs All directionals
There might be an anomaly in the circuit for the rh
Board on the tail and side marker circuit.
The circuit lights the bulbs If you connect
Pins 3 to 4 or 5. All other connections only work on 1 circuits.
I am not sure of the relevancy on the above.
Can you bring wires over from the left side to
Complete this cicuuit?
Also,I have cleaned up g1 g2 g3 g5 grounds
Connections.
I have one more issue.
The headlights do not come on. They did work prior
To interior removal and derusting
I have thought that maybe the hi lo switch
On the column is disconnected or bad.
Any thoughts on the above challenges?

I don't think you meant your car was struck by lightning.
You have a lot of info there to follow.
First. you mention you have the rear license plate lights off the car. Are the ends of cars license plate wires insulated do they can not accidentally short to ground? If the hot wire did short it would damage the driver side tail light printed circuit board.
Do you have a trouble shooting light or voltmeter. You need to have voltage at the license plate light connections for the right side tail light and running light to work.
Headlights not working: it is easy for a wire to get pulled or knocked off the headlight/parking light switch to the left of the fuel gauge.

After putting back the license lights I was able to debug the problem.
With no power on the rt side for parking / side markers I just fed from
The input side of lt board and fed into the red/ black license light.

On the headlight issue I am going to start at the lights since I was able
To get power in the green wires leading to the headlights but no lights
Shinning.

Headlights
If you are testing the green/black wire on driver side and green wire on passenger side these are the high beam wires.
lo beam driver side is gray/black and passenger side is gray.
Be sure to measure these voltages with the headlight plugged in and again with it not plugged in. You do this to see if there is a poor connection in he circuit. There should be little change between the two tests.

That all headlights were burned out .
