I found the inline fuse behind the fuse box to always have power, when the key is in the run position, is this normal or do I have a larger issue?

I think there is a "hot all the time" inline fuse for the cigar lighter and if your car is fuel injected there is one for the part of the fuel injection system that controls the fuel pump.
