Slow blinkers

Is is normal for LED front blinkers to slow down flasher function? The dash indicator (blinker) not doing much, maybe one flash. Do I need to add current draw to the light to make it work normal?

I believe the stock flasher in a Fiat is current dependent. Installing bulbs or LED's that operate at a different current than those specified in the owners manual will change the flash speed.
LED's draw way less current than the original incandescent bulbs.
There are flashers that are not current dependent and have adjustable flash rates. Many of the LED vendors offer them.
If you want to use LED's you might want to upgrade your flasher.
I am not sure but I think you need a 3 prong flasher. The third prong lights the dash indicator when the signals are off.

actually a new one from oreileys for $4 fixed it. The indicator was just a crappy connect on the gauge.
