Torque specs

I have a service manual, I have been told that the torque spec for the water pump bolts is incorrect. The manual states they should the torqued to 17lbs. I know when I went to install the water pump to that torque it easily snapped a bolt and would have snapped all 4 if I had kept going.

Can anyone please let me know if this torque is correct or too high. Separately, if anyone knows of a place that has all the torque specs for the engine that would be a great quick reference for any work.
