lights on, at idle, turn signals very slow

I have had the same problem with my '78. Found it was just a ground issue. Took the grounding rosette off. Then took my dremel and totally cleaned the back and each grounding bud. Then sanded the area on the fender where the rosettte attaches put nice coating of electrostatic grease to entire rosette and reattached to fender. Also cut off those old plastic grounding connectors and replaced with new ones that fit tighter. Solved my problem.
