I'm going to have a quick stab on the wiring diagram.
If you want good high power to the headlights.... I would take it from the alternator stud!
EDIT: Here's a quick cut of a pair of diagrams for this...1) city lights switched with dips/mains, 2) city lights always on with parking lights/side lights.

The Greg Smith harness I have has the two relays for the headlamps (along with all the assorted wiring....worth every penny!). So, looks like one additional rely, using both headlamp feeds from the ignition switch as triggering current on 85 and/or 86, and then running the city lamp closed feed off 87/87A ought to do the trick (parking lampo power into 30, of course).
Well, then. Brakes and starter first, then suspension, then the headlamps...with follow up when done.

Yep -
Although it is pretty academic .... as Bernie said - when the lamps are on, you can't see the city lights. That said - KNOWING you can do it is nice
One MINOR thing - worth checking whether in your jurisdiction they're allowed to turn off or not!
