OK, this is a strange one.
I am out walking the dog last night, and as I walk back into the yard, I hear a fan running constantly.
Walk out to the car and the engine cooling fan is running.
Engine ice cold. Has not run in over two weeks, as I am working on fixing a blown head gasket.
Keys are in the house.
I have a battery cutoff on the negative terminal, so I just disconnected the battery.

Today I finish installing the timing belt, and go to start.
The fan is still running all the time.
I want to see if I have a runner again, so I try to start the car, and it turns over, but does not start.
Pull out my multi meter, and I have power at the coil.
What I am not smelling is fuel. I do not think the fuel pump is running.

Anyone know if these two issues might have a common cause?

The fan switch at the bottom of radiator (driver's side) is likely perished an stuck closed, giving the voltage a path to ground. That would explain the fan running constantly. Disconnect a lead and see if it stops, if not, the a PO has likely wired in an over ride switch and it is on. These are usually mounted under the dash near the driver.

Agree with RRoller - sounds like a perishing switch that finally perished too far... Put another way - it's the spiders way of saying it misses you...

Not the fan switch. I unplugged it and it made no difference.
I seems the previous owner put a fan override switch.
Not sure how it just turned on randomly.
I think I am going to be soldering a few wires.

Still no idea why the fuel pump is not doing anything.

Where is the fuse panel?
I feel like an idiot, but I just can't find it.

The fuse box is under the dash, just above your left knee. The fuel pump fuse is in a separate holder behind the fuse box. I think it has green wires going to it, or green with black stripe.

The check for fuel pump operation turn on the ignition, remove the air intake hose and open the air flow meter's flap by hand. The fuel pump should come on when the flap is opened.

Thanks guys.

Got her sorted out. Turned out not to be an electrical issue. I made mistake on the timing. But at least I now know the location of the fuse panel.

Right there in plain sight.
I just didn't realize what it was. The strange bit was the fan deciding to turn on while I was out walking the dog.
I pulled the connections apart, and soldered them.
