the choke plate should be lightly closed at 70 degrees and gradually open as the water gets hot. It should be fully open by 140 or so. Try using a hair dryer on it to see if it works

No luck. The air temp here is about 100 degrees and it's closed. I just need to know what to look for in there and how easy is it to reclose it up? There must be some pressure there as it is connected to the cooling system so that has me a bit worried about cracking it open for a looksee. Looking at the diagram on Brad's site, perhaps that piece that the water circulates through comes off as a seperate sealed unit???

the choke cover has the water in it, don't remove that piece, Remove the 3 screws holding the cover and housing. There is a coiled flat spring that attaches to the housing, The coil then expands and contracts as it heats and cools. The outer end of the spring attaches to the choke plate lever, and as the spring expands and contracts it moves the lever. It may have been overtightened and distorted the spring. The end of the spring may be out of position or it may be all corroded from water seeping in. Time to look and see. Worst case is you run without a choke, not a problem if it's 100 at night

Well everything was ok in there I simply adjusted the choke. It was exceedingle easy. I also found ethanol free gas. I'll let you know if my MPG improves!

Well after adjusting the choke and filling up with the ethanol-free gas. I got 213 miles out of this tank (nine gallons) and it calculated to 23.6 MPG. That's quite an improvement over 19MPG from the last fill up I would say!
