First thing I need to do is replace the bulbs to see if that fixes it. How can I do that? If it is not that what else could it be.

Always good to post the year of your car when looking for help. I believe to change the bulbs the light assemblies need to be removed from the car. Each light is held on with 2 nuts one top and one on the bottom of the light. They are accessible form inside the trunk.

81 car with 75 vin, not sure how. Clear title and all. but not sure how it happened.
