At what temp should the cooling fan kick on? and is there a way to test the fan motor etc to see if its working properly? Also where are a couple of online stores that I can get parts from that are reliable?

The fan should come on in the neighborhood of 190°. You can run a hot line of 12V to it to test it. Here are a few vendors of Fiat parts.

you can also just by pass the radiator switch to see if the fan is working. that particular switch interrupts the ground wire.
and, if you find your fan motor is not working.. i have a used one i will sell very inexpensively. it is already wrapped in a USPS one rate box, so I know the shipping cost is $9.80 USA delivery. we can talk about the cost of the part after you send me a PM.

running a 12v jumper to the fan merely tests the fan. If you want to check the system on the car, take Mikes' suggestion and jumper the two wires at the fan switch. If the fan doesn't turn on, check for power to the fan through the fuse box
