Throttle heater Plate

What is the purpose of the throttle heater plate ? I am asking because I have never seen one until I owned a Fiat Spider ( F.I. ).

It pre warms the air which enhances combustion. I'm thinking this is one reason all the smog crap got eliminated except for the cat when they went to FI.

it's really more for driveability than emissions reduction. Take a look at any car with FI and they all route water through the throttle body.

The fact that warm air is more efficient for combustion was my point. If you have more efficient combustion, a natural byprduct is less emissions.
