Does this look right or does it need to be tightened more.

The # of threads on the rod is irrelevant because the cable length varies by manufacturer. When you referred to 'rest position' where exactly are you talking about? Are you talking about the clutch pedal or shifter? When the pedal is all the way up, you should have about an inch of travel down before you feel the resistance of the clutch. If you don't have a spring on the clutch lever at the gearbox end, the pedal may not return to the high position. If you don't have at least a small amount of freeplay, the throwout bearing is in constant contact with the fingers of the diaphragm spring, causing premature wear to both.
