seat belt mounting

When I started taking my '78 124 apart for the rebuild I found the drivers side seat belt with one end bolted to the floor behind the drivers seat? There is no hole in the panel under the rear seat like there is for the passenger seat belt so I'm guessing this is correct?
Any reason why this can't be mounted like the passenger side? I hate poking a hole in my new carpet.
