Phil, I also went through a period where I couldn't get my car to run well, and it does get frustrating. But once you get things sorted out and it's running like a top, it'll be worth it, believe me. Craig (GaSpider) had a pump that ran whenever the key was on. In his case the PO had bypassed the dual relay and wired the fuel pump (green wire with a black stripe) directly off the ignition. Mark's right, that seems to be the route some POs have taken when they can't figure out a problem.Once you've gone through the system you'll find out it's not very complicated at all.

well today i replaced the relay, the fuel lines and am feeding it from a 5 gal tank, pressure is good on the rail, but same issue, my question is there a way to"test the injectors other than pulling them, IE the signal. I pulled the 2 front injectors and they are not pulsing out much fuel while cranking over, is there a certain amount? also does not change under full thottle cranking or otherwise. I just want to make sure everything is getting the right signal before I do the injectors.

you'll need a voltmeter that can test pulse width. Inj on time is mostly determined by engine speed and engine temp on your Fiat. I'd be much more inclined to expect plugged injectors than a pulse width issue.
