I do not know how the choke works and have never messed with it. What happens when the engine is dead cold and I open the throttle the choke plate does snap shut. As the engine runs, the choke plate gradually opens and within 3-5 minutes of starting the plate is all the way open, however it never goes to fast idle when I start her up. It chugs at 200-300 rpm and sometimes will die unless I keep giving it gas for about a minute or so until it is somewhat warm and then it will gradually move up to about 700 rpm on it's own. With the old 32adfa it would always fast idle when I first started up and after a few minutes I would tap the gas pedal and it would come off fast idle and and return to idle. The wire I had going to the idel selinoid on the 32adfa I connected that to the choke as instructed with the literature I got with the 32/36 dfev. I checked the wire and it has juice to it.

it sounds like your choke is working perfectly, but the fast idle speed is adjustable

You paid to have the car fixed. They apparently did a good job. Before tearing into the carb or changing timing, jets, etc., I would take the car back to the shop.
