Can anyone suggest a fix based on these AIRCARE readings
DRIVING TEST MAX Allowable/Vehicle Reading
Hydrocarbons HC ppm 267/ 64.
Carbon Monoxide (CO)% 2.01/ 2.55 FAIL*
Oxides of Nitrogen(NOx) ppm 2809/ 344.
IDLE TEST
HC ppm 428/ 44
CO % 4.71/ 2.30
The car is stock, airpump working, air filter clean, and is running great.
Using 89 octane regular gas

check the two air jets in the top of the carb. If the secondary jet is larger than the primary, swap them for the test. Afterwards put them back the way they were

I did a visual check of the two air jets at the top of the carb.
The secondary jet was smaller than the primary.
Is there something else that might be worth a try.

get a primary air jet one or two sizes larger than what you currently have and swap it in for the test. or create a small vacuum leak at one of the ported nipples. Is the air filter completely clean?

Thanks for the good advice and the other option; I didn't know where to look for a bigger primary air jet.
