I've got a 79 spider, and the horn button doesn't work. I put a horn button on the
dashboard, and wired it to the relay (I had to pass safety inspection). My mechanic told me
that to fix this, the whole steering column would need replacing. That seems excessive to
me. Would replacing the column switch fix this?

not enough information. It is highly unlikely the column would need replacing. the column wiring harness is independent of the column and it sounds like you have a wiring issue. The horn activation parts are all seperate from the column as well. First thing is to pull the horn button and short the 2 wires and see if you get sound. If you dont, start working back.
