Doesn't the exception cover the removal full stop?
"
a person who repairs such vehicle or part, if the re- moval, obliteration, tam- pering, or alteration is reasonably necessary for the repair"
http://www.nhtsa.gov/cars/rules/import/VIN%20ERRORS.pdf
To be honest - if you're replacing the secondary vin plate (as the old one has fallen off/been removed) and are recreating it the same as the primary vin plate .... I can't see any law enforcement agency considering that you are attempting to "change" the VIN.

Hi,
attached are the sites of the owners manual.
As You can see above: this is the VIN PLATE, it is illegal to make any changes on it, if it is removed the car is (also in Germany ) "illegal".
I have contacted our "Verkehrszulassungsbehörde" (it is the department where You have to register Your Car) because the plate is made of alloy and my car will dipped into a Anti-Corrosion Bath wich means all Alloy will be removed.
And they asked me if there is a second VIN stamped into the Car (it is on the right side second photo) and allowed me to
remove the plate.
The plate wich needs to be replaced is not a vin plate, it is the
F.M.V. Safety Standard Conformity Tag.
Simply replacing it is illiegal, that is right. You have to ask Fiat to write You a letter containing the production date.
Than replacement is leal.
The FMV Tag contains the VINB but is not a Vin plate. so please rename the Thread
I d like to have a 100% real Spider and organised the printing on plastic ( digital and covered by laquer )
of my Plate layout ( they change during production, mine is a CS0 ).

when i re-titled my car in Arizona after it hadn't been registered for 6 years, they just looked at the title and registration, charged me a boatload of money to catch up with all their fees, gave me a title, registration, and a new license plate. The car wasn't legal to drive without it and nobody asked to see it, so no one bothered to see if the VIN on the title matched the VIN on the car. My 80 also has the VIN stamped into the firewall...specifically the cross brace in the engine bay the hood latch is bolted to.

I saw this thread, so I thought to ask for a photo of original BS (not BS1) VIN plate, which is located in engine bay near a engine bay light. If anyone can help me with this detail? One, I found on the car is completly erased.
Thanks in advance!

That is funny! Mine is the same way, completely erased. Odd.
