Check C17 too, you can see that downstream of C31. C17 is located in the engine compartment near the Alternator, under the intake manifold. C31 is located only about 6" downstream of the ignition switch.

do you have a process to check this connector?
remove dash for full access?
where I think mine should be is a big black ball of electrical tape that I am slowly unpeeling.
anything special I need to know as I proceed down the C-31 road?

The c-31 is easy to access under the dash. A full resto on these connectors means removing all the wires from the plastic housing. This is done by depressing a small tongue on the brass spade connector and pulling it out of the plastic. If you don't want to get that crazy, service them in place. First clean with a liberal application of contact cleaner. take some fine sandpaper, a flat screwdriver or an emory board and clean the male spade connector to bright copper. The female is harder to clean and sand as the contact point is the 2 rolled edges. I just run fine sandpaper folder over to get both sides. (240 grit or finer). Then you need to squeeze the rolled corners to make the male spade fit good and tight. This is difficult to do when the connectors as still in the plastic.
I did the full resto to all my connectors 2 or more years ago and have had no electrical gremlins since.
