Throttle / Choke sticking

You know I was thinking that must be the purpose of it. I tried it pulling it the other day (car off) to see if I could see anything move and it didn't. Now I'll have to play with it more. I never think of it while I am driving. I'll have to make a mental note...

try while the car is in motion. set the pedal where you want it, then give the cable a tug to secure the pedal where it is.

I recall having that throttle knob on my 70 sport coupe. I was kind of a poor man's cruise control. To operate it you would just get the car up to speed and pull it out and, I think, twist it to lock it in place. The wire cable was fed thru a rather soft steel arm that was attached to the throttle linkage. As I recall the throttle linkage was all arms and levers back then, they didn't use the cable linkage that is on later years. I say it was soft because the wire wore a groove/slot in the arm and it would bind and stick on me sometime. And I bought this new and only had it 4 years.
