Ceased Engine

So i got all the parts in and did all the gaps now all the intake gaps range from .017 to .018 and exhaust range from .019 to .020. But the number 3 intake valve does not compress completely and stops the camshaft from turning at first i thought is was because the gap was too small but its not. Then i tried to cycle it with the exhaust cam taken off in case the valves were touching but it still stops. not sure what to do about it, any help is appreciated.

That valve could be bent.
