Fuse boxes in '78

Hi all,

I am currently tracking down a problem somewhere between my starter solenoid and my key. We figured the first place to check would be the fuse box, but I am not entirely sure where to find it. Are there two? (one in the engine bay and one in the cabin?)

I tried to look at Mark's (Allison) page but there are no diagrams for the CS1 ('78) so I was hoping someone on here could point me in the right direction.

Where is the fuse box I need to look in for this particular connection?

The fuse box on a 78 is under the dash right above your left knee when sitting in the drivers seat.

Also the relays on the 78 are all under the passenger side dash below the glove box.
