Timing belt tensioner wheel and washers

Did my timing belt which was easier than I thought. I noticed that the tensioner pully seemed like it was set a little too far towards the engine. The belt sits fine on all the pulleys but on the tensioner pully it seems to sit right on the edge of the wheel. The belt is fully on the wheel but I figured it would run on the middle of the wheel. The tensioner pully fits directly onto the shaft and then after the wheel I have...
- a washer with a sleeve that fits partially inside the wheel
- a larger thicker washer that fits on this
- a small washer
- the bolt to hold it all together

I thought I might be missing a large washer that goes onto the shaft before I put the wheel on to move it 1/8" -> 1/4" away and that would make it align correctly with the other pulleys and the belt would ride on the middle. Or maybe what I have is correct... Not sure. Can someone confirm? I don't want the new timing belt to wear because I'm missing something.

I found a number of things that the PO didn't do correctly and I'm trying to 'fine tune' them right again.
