I took my steering wheel off and am now putting it Bach on. However, when I tighten down the washer behind the steering keeps touching the contacts and activating the horn. Should be a spring that keeps the washer up until you push thevhorn button?

Yes,

There is a copper spring, this keeps it from going off, you should be able to see the diameter marked on the back of the horn due to friction.
