Back seat back frame and seat belt guides

I POR-15ed my rear seat frames for my upper and lower sections of my rear seats. Unfortunately the area where the seat belt guides attached to rusted out. Any thoughts on how best to rebuild these? I was thinking about cutting a few strips of metal and JB welding them into place. Other option I was thinking of was to use epoxy to the the guides onto what remains of the frame in that area. Any opinions on this or other ways of attaching the guides would be much appreciated.
