Yes, those should be Primary and Secondary Idling Jets. The "60" should be referring to 0.60mm jet.
Mine were not screwed in flush, but they were tight when I got them from Redline. Reading through some carb rebuild guides it just says to tighten them, so I'd hit them with your screwdriver.

That has all the parts labeled, so you can see those screws should be part number "15" and the jets under them are "14" and "14a".
