filler hose clamp

Removing fuel tank on my '75. The filler hose has 2 clamps. They have what appear to be cotter pins holding them in place and I've not dealt with these before.
How can I remove them so that they are reusable, and if not reusable, what is a good alternative?

I always called them "sardine can" hose clamps - but am certain there is a real name. Pretty cool - I was never careful enough or patient enough to get them off in one piece. You can do google image search for sardine can hose clamp and come up with them. I just replaced them with regular hose clamps. I do not know if there was a special tool for installation afterwards - as I ended up just destroying them in taking them off.
